Second, much in the same way Trump can set legislative agendas with orders, who is to say that the same could not happen with higher education and HBCUs? They are such a small segment of the total industry, that changes impact their enrollees would be a monumental win in the news cycle, but a drop in the bucket of legislative allocations for federal funds. Maybe he doesn’t change things with an order, but the agenda is clear from the White House to Capitol Hill — helping HBCUs helps the Republican party. And the party is falling in line.
