Waller County Commissioners Approve Prairie View A&M as Early Voting Polling Site

When Waller County Precinct 3 Constable Herschel Smith took office three years ago, he recalls, the county was abuzz with one topic: transparency.

But as he stood Wednesday before county commissioners who were set to decide whether to add an early-voting polling place on a historically black campus, Smith asked them to prove their commitment to the concept and unite across racial lines to allow students to vote more easily.

“That’s the right thing to do,” said Smith, who is African-American, his voice raised. “Have a conviction.”
